Typical temp to perm hiring is done with a hope, a wish, and a prayer, not strategy. The employer really hopes that the person they bring on is going to work out, but they do nothing to make them want to stay.
First of all, the word temp has this connotation that makes that person not feel truly accepted by that organization. Temp means temporary, and if you are calling your hires "temps" and treat them as such, that is exactly what you will have; someone who is just there for the paycheck and then on to the next one.
Stop calling them temps. Instead, call them contract to hires, and you won't have people with the "temp mentality."
It is actually pretty easy; treat the person as though they are on your payroll and not the payroll of the employment agency. Treat them like you want them to be there long-term. Don't just hope for it; make it happen.
You have to make that person feel like they should want to be working for your company. Connect with them, have a conversation, help them understand why their job is important to the business, work with them to make it work.
